City of Monroe Planning and Zoning works with various land development ordinances and plans, specifically the Zoning Ordinance. The Office also distributes Certificates of Occupancy.

The City of Monroe Planning and Zoning Office works with various land development ordinances and plans. The most important is the Zoning Ordinance as well as the Comprehensive Plan. The City of Monroe requires a Certificate of Occupancy for new construction, additions to a structure, new businesses, change in ownership or location of a business and temporary electricity or structures. To obtain a Certificate of Occupancy, a person should come to the Planning and Zoning office located at 3901 Jackson Street. A site plan must be submitted for new construction or additions. A Certificate of Occupancy costs $75, and a temporary Certificate of Occupancy costs $25. A Certificate of Occupancy is also required for a free-standing on-premise sign. Planning Commission and Board of Adjustment approval may be required for certain uses or structures. The Historic Preservation Commission needs to review and approve any exterior changes to buildings located in the Historic District. The City of Monroe Planning and Zoning Office is open from 8:00am-5:00pm Monday-Friday.
